The first casualty of the owner-driven lockout is the 2022 edition of spring training. Last week, MLB acknowledged the obvious by announcing that Cactus and Grapefruit League camp openings would be delayed while negotiations on a new collective bargaining agreement continue. That means that the spring training schedule will at some point be shortened, and that hasn't happened since way back yonder in 1995.In light of the current straits, a quick look back at the spring of 1995 is in order, but before we do that let's give a respectful nod to the mangled spring training of 2020. You'll grimly recall that the COVID-19 pandemic halted spring training that year. Because of COVID, on March 13 of that year suspended spring training almost three weeks after Cactus and Grapefruit League games began, roughly a month after position players began reporting, and more than a month after pitchers and catchers first showed up. Negotiations of the structure of the 2020 season were fraught, and MLB wound up implementing a 60-game regular season that commenced on July 23. In advance of that date, players partook in a spring training reboot called "Summer Camp" that started in earnest on July 3. That left roughly three weeks of training, intrasquad contests, and a very limited number of games against outside teams before the start of the season.For present purposes, however, the 1995 edition of spring training is most illuminating. Unlike 2020, it didn't start, stop, and restart Sergio Romo Jersey with training complexes remaining open for part of the intermi sion. Like 2022, 1995 spring training was a delayed start and compre sed schedule (although we certainly hope it won't be quite so delayed this time around). So now let's have a quick walking tour of 1995 spring training with some things to know about that whole thing and what led to it. The '94 season began without a labor agreement in place, but owners' insistence upon a salary cap prompted the players to strike late in the regular season. Barely one month into the stoppage, acting commi sioner Bud Selig announced the cancellation of the 1994 World Series. During the interminable course of the strike, the owners' lead negotiator resigned, a federal mediator tried and failed to bring the two sides together, owners implemented a salary cap, the union declared all unsigned players to be free agents, and Selig and his fellow owners -- minus Baltimore's Peter Angelos, who refused to partake in the farce -- populated spring rosters with replacement players/scabs for more than a month. Only a National Labor Relations Board complaint and injunction i sued by future Supreme Court justice Sonia Sotomayor brought Selig and the owners to heel and ended the strike. In addition to the entire 1994 postseason, 938 regular-season games were lost acro s the 1994 and 1995 seasons. Pursuant to Sotomayor's March 31 ruling, the players ended the strike on April 2, 1995, which cleared the decks for a 144-game regular season.As you probably already deduced from those dates just noted, camps of the typical length were not po sible. The first regular-season game was played on April 25, and then the first full slate took place on April 26. That left barely three weeks for spring training compared to the usual Jonathan Villar Jersey six or seven weeks. Cactus and Grapefruit League play didn't begin until April 13, which meant teams were to play a mere 12-game exhibition schedule. A few teams wound up with 13 games played but others logged just 10. The , who would go on to win the World Series in 1995, went just 3-8 that spring training, which is yet another reminder that spring records mean mostly nothing.Players will often say they don't need so much time to prepare for the regular season certainly not 25 to 30 games, which is what the usual spring training yields. The 1995 exhibition season is proof of a kind of those claims. The docket of games and spring training calendar in '95 were both cut in half and then some, and also bear in mind how long the layoff had been. MLB players typically have October through early February off (a bit le s time for those participating in the postseason), but in 1995 they'd been Brian Anderson Jersey out of game action for almost exactly eight months. If anything, they should've required more time to get ready for the regular season back then, but that's of course not what happened. Despite nothing resembling a normal spring, Maddux that season would pitch to a 1.63 ERA in 28 starts and win the NL Cy Young award for the fourth straight year.On a broader level, the shortened spring didn't seem to make much of a difference in terms league-wide performance. Last week, it was reported Major League Baseball's 2020 draft would begin June 10, . While that's a departure from the norm (and not in a good way), we here at CBS Sports will be providing coverage up through the draft.That proce s begins today, with a ranking of the top 25 position players in the cla s. On Wednesday, we'll rank the top 25 pitchers; on Friday, the top 50 prospects in this cla s.Before we get to the rankings, we're legally obligated to offer a few caveats: 1) these Ariel Jurado Jersey were formed through a combination of insight gleaned from scouts and executives, as well our own analysis of the players; and 2) these are not supposed to align with the actual draft order; their expected draft range was a consideration, however, along with their talent level and overall potential.With that in mind, let's rank some position prospects.1. Austin Martin, CF/INF, VanderbiltMartin, a top-of-the-order hitter and versatile defender, might be the most intriguing player in the cla s. He has an impre sive feel for contact and for the strike zone, finishing his Commodores career with a .368 batting average and more walks than strikeouts. (He was the toughest batter to strike out in the power conferences.) Though he homered just 14 times, his exit velocities suggest there's plus power potential under the surface, something he could achieve thanks to his offensive aptitude and a swing that already features loft. In short, Martin fits the profile of others who have added power to their games in recent years. He's also a skilled baserunner with good speed and smarts. Generally, having an undefined position is a negative. In Martin's case, it could turn out to be a positive. He was primarily a third baseman before this season, when he slid to center field to better leverage his wheels. A creative team could maximize his value by having him split time between the infield and the outfield, a la Whit Merrifield and Scott Kingery, among others. 2. Spencer Torkelson, 1B, Arizona StateYou'd think Torkelson was a Joe Hill creation given the fear he invokes in opposing pitchers. He walked in 31 of his 82 plate appearances during the abbreviated NCAA season, but he still managed to improve his career homer count to 54 in 498 at-bats. Torkelson has the requisite eye, strength, and barrel control to profile as a quick Ryan Rua Jersey -moving thumper. The biggest knock on him is that he's a right-handed first baseman, and those seldom make for satisfying early selections -- it's basically a sample of of Andrew Vaughn, the third pick in last year's draft. Don't be surprised when Torkelson ends up going higher than Vaughn, perhaps even first.3. Zac Veen, OF, Spruce Creek (HS)With due respect to the fine people at the University of Florida, there's little chance Veen will be cro sing paths with the Tom Petty tree anytime soon. Instead, he's likely to be popped early enough to justify beginning his pro career. Veen has the tall, lean, broad-shouldered frame that bodes well for him adding muscle over the coming years (and for drawing comparisons to Jayson Werth). He also has more than enough bat speed and discretion at the plate to project as a potential middle-of-the-order hitter. Veen's odds of remaining in the middle of the outfield are considerably more remote, but his strong arm should make him a fit in right field.4. Nick Gonzales, 2B, New Mexico StateIf one of the top-ranked hitters is going to slide on draft day, then it's probably going to be Gonzales. Despite incinerating the Western Athletic Conference (.448/.610/1.155 slash line with 12 home runs and 11 more walks than strikeouts in 16 games) and last summer's Cape Cod League (.351/.451/. Alex Claudio Jersey 630), there are nagging concerns about his upside. His exit velocities were more pedestrian than one might suspect, leading some evaluators to believe his power potential (and the validity of comparisons to Milwaukee Brewers second baseman Keston Hiura) is overstated. A data-driven team might find it hard to justify popping Gonzales so early, lest they end up with a singles-hitting second baseman who isn't a threat to run or win a Gold Glove. 5. Austin Hendrick, OF, West Allegheny (HS)The most notable baseball alum from West Allegheny High School is Scott Patterson, who played Luke on Gilmore Girls. Hendrick Asdrubal Cabrera Jersey could usurp Patterson if he someday lands the role of cleanup hitter. His explosive swing lends itself to an approach that sees him trade contact for power. Hendrick scorched good competition last summer, posting absurd exit velocities along the way, and that performance ought to protect him against the typical cold-weather state bias. Not every team has the stomach for his swing-and-mi s tendencies, and it's easy to envision him becoming a left-handed Clint Frazier, but that isn't the worst outcome by any means.6. Garrett Mitchell, OF, UCLAMitchell is one of the fastest runners in the cla s, and he should have no problem remaining in center for the long haul. (He played right in 2019 out of deference to former first-round pick Matt McLain, who moved to shortstop this season.) The other elements of his game are le s certain. Mitchell has the kind of athleticism and angular frame that scouts dream about, and he puts on a better BP than his in-game power numbers indicate (his .151 career ISO is propped up by 15 triples, as compared to six home runs). He's already reconfigured his swing once since high school, and a team hoping to help him unlock his star potential could task him with trying it again. Mitchell, a Type 1 diabetic, should serve as a positive role model regardle s. Patrick Bailey, C, NC StateA collegiate catcher has been selected either first (Adley Rutschman in 2019) or second overall (Joey Bart, 2018) in the last two drafts. That won't happen this year, but Bailey should come off the board early thanks to his high floor and the evergreen demand for catchers. He's more than adequate at the defensive tasks that matter most -- receiving and throwing -- and he has ample game-calling experience. Scouts are le s bullish on his bat. While he's skilled at working deep counts and punishing mistakes with his above-average raw power, he's a candidate to finish with a below-average hit tool due in part to his tendency to whiff. (He struck out in nearly a quarter of his plate appearances this season in 17 games.) Bailey's boosters believe he'll have four average or better tools, and that'll be enough for him to go in the top half of round one, even if others think he'll fall on the spectrum between second-division starter and backup 8. Heston Kjerstad, OF, ArkansasHeston won't be the first Kjerstad to play pro ball: his brother Dexter spent a number of seasons as part of the Kansas City Royals and Miami Marlins organizations. Dec. 1 draws ever nearer, and that date has major significance for Major League Baseball this offseason. That's the date on which the current collective bargaining agreement (CBA), which is the negotiated accord that governs almost every aspect of the working relationship between players and team owners, expires.While negotiations on a new agreement are ongoing in intense fashion, the widely held expectation is that there's not enough time to forge a new CBA before the current expires. Likewise, the widely held expectation is that owners on Dec. 1 or Dec. 2 will lock out the players until a new CBA is agreed upon. That lockout, if it drags on long enough, would imperil the 2022 season or least the normal unfurling of it.We've already undertaken some wide-angle views of the proce s of negotiating this new CBA, and now let's home in on the players' side of things. In particular: What does the union hope to accomplish during these talks? In broad terms, both sides are fighting over how the league's revenues will be divided up. The players want to addre s their dwindling share, and owners want to thwart those efforts. For a closer look, let's get into some specifics from the players' side and what they're likely fighting for in these negotiations. We've seen some highly tepid and slow-developing free agent markets in recent years, and all but those at the top end of the market have often found suitors hard to come by. There are a number of reasons for that. Probably chief among those is that teams are increasingly leaning on cost- and team-controlled players -- i.e., those yet to be eligible for salary arbitration or free agency. By extension, that's hurt the free agent market, as evidenced by the fact that the average salary has declined modestly in recent years even as inflation has otherwise tracked upward.So what to do about that? The only way to attack this problem from the standpoint of the Players A sociation is to lower the threshold for free agency. At present, players with six full years of major-league service time are eligible for free agency. Owners have in a prior proposal leaked to the pre s floated the idea of age-based free agency, but the particulars of their offer -- free agency at age 29 1/2 -- won't do anything to breathe life back into the market. A more likely tack for the players is to pre s to lower that threshold to five years of service time.Another po sibility is defining downward what constitutes a year of service time. Right now, a player must be on the active roster or injured list for 172 days during the regular season in order to get credit for a full year of service time toward things like arbitration and free agent eligibility. The regular season at present spans 187 days, which means teams need only delay the call-up of a coveted prospect by two weeks and change in order to delay his Rafael Montero Jersey eventual free agency (and arbitration) by a full year. This is called service-time manipulation, and it's also a target of the union's in these negotiations. Reducing the number of days it takes to earn a year of service time would increase the disincentives for keeping fully ready prospects down on the farm for purposes of stealing another year of control from them. Related to the aforementioned and established phenomenon of teams depending on players who have yet to hit their high-salary years, the union no doubt wants to addre s this inequity. Younger players in terms of on-field value are, as a group, better than older players, but the antiquated salary structure, which is driven by tenure rather than capability, doesn't reflect that. Right now, almost all players are entitled to no more than the major-league minimum until they have three years of MLB service time, at which point they become eligible for arbitration. To put a damning point on it, AL MVP finalist Vladimir Guerrero Jr. made just $605,400 this season (compared to the Robinson Chirinos Jersey current minimum salary of $570,500), which means he was underpaid relative to his production by tens of millions of dollars.For the union, this can be addre sed in multiple ways. The clearest path would be to fight for a significant increase to the minimum salary. Right now, the MLB minimum trails those of the , NBA, and , and that's not a trend the Players A sociation should permit to continue. In an ideal world, the union would put a large chunk of its negotiation capital into doubling the minimum, or thereabouts. Not only would such a jump in the minimum raise the de facto salary floor by a significant margin but it would also provide the undercla s players who never make it to arbitration and free agency with much more financial security. That's especially important as the average career length in MLB trends downward.In lieu of a major increase to the minimum (or in addition to), the players could angle to lower the bar for arbitration eligibility back to two years (where it was during the early existence of the proce s), and they've already pitched setting aside a pool of revenues to distribute to pre-arb players. Either would advance the laudable goal of getting players new to the majors paid more. For the past several years, any number of teams have strip-mined their rosters and in e sence put out on-field products that are major league in name only. They do it in the name of acquiring future "a sets" in trade and to improve draft position, which theoretically improves the team's long-term outlook. Needle s to say, this is anathema to the union's goals, and the players would like team owners to be at least half as competitive as they themselves are.An obvious initial Blank Jersey step is to alter the way draft order is determined so that teams are not in e sence rewarded for being terrible. The lottery approach is one way to do this, but that hasn't exactly snuffed out tanking in the NBA. Requiring some kind of baseline "respectability" in the standings in order to secure a high pick is another po sibility.Really, though, the hoarding of draft picks isn't the primary reason teams don't field competitive rosters.
